The Bilateral Education Agreement (BEA) Division of the Federal Scholarship Board (FSB) is primarily charged with the responsibility of implementing scholarship Awards between the Federal Government of Nigeria and the Governments of Countries that have signed the Bilateral Education Agreement (BEA) with Nigeria

The Honorable Minister of Education (HME), Mallam Adamu Adamu awards this scholarship to international students to study abroad. The Federal Ministry of Education’s mission is to use education to encourage the development of all Nigerian Citizens to their full potentials in the promotion of a strong, democratic, egalitarian, prosperous, indivisible, and indissoluble sovereign nation.

However, to achieve this they are offering the BEA Scholarship to individuals who have met the required criteria to go outside the country and continue their studies.

The activities of the Division include the following:

  • Conduct of Computer Based Test (Nomination Interview/Examination):
  • Before the conduct of the Computer Based Test (CBT), wide publicity is done through advertisements in the print and electronic media, the NTA, Radio Nigeria, three (3) National Daily Newspapers, Posters, flyers, etc
  • The first CBT questions and answers are generated by JAMB;
  • The opening of the FME/FSB website www.education.gov.ng for the online registrations and applications by interested young Nigerians is done by end of December or early January each year, the website is left open for six (6) weeks and closes before the conduct commences
  • The tests are conducted simultaneously on a rotational basis in designated Centers in one state each in the six (6) geo-political zones of Nigeria; an
  •  The test results are processed, and the scores are ranked based on merit (from highest to the lowest) by JAMB for all candidates in the 36 states and FCT.

Inter-Ministerial Nomination Committee

An Inter-Ministerial Nomination Committee Meeting is convened each year soon after the CBT conduct, the Committee members include the Representatives from the offices of the:-

  • Honorable Minister of Education (HME)
  • Honorable Minister of State for Education (HMSE)
  • Permanent Secretary of Education (PSE)
  • Federal Character Commission (FCC)
  • Ministry of Foreign Affairs (MFA)
  • Federal Ministry of Women Affairs and Social Development (FMWA & SD)
  • Ministry of National Planning and Budget (MNP & B)
  • Federal Scholarship Board (FSB)

To consider the results from JAMB to obtain a data bank of prospective candidates for consideration by Federal Scholarship Board in response to Note-Verbal’s of offers (Call for Nominations) received from Awarding Countries. The sixteen (16) man committee is chaired by Director Federal Scholarship Board.

Oral interviews

There are also other oral interview sessions convened by donor Embassies’ officials either in the Board or at their Embassies to nominate candidates for final selection by the Governments of those countries for the awards.

  •   Briefing/Orientation of Scholars:
  • Before the departure of each group of Awardees to their countries of study, pre-departure Briefing sessions are organized by the Board to enlighten and prepare the Scholars and the parents on the expectations and life ahead in foreign countries;
  • Previous beneficiaries are invited to give first-hand experience and to unveil to the scholars the essence of the awards which are considered rare privileges given the teeming young Nigerians competing for the opportunities; and
  • At the briefing awards, letters are given to beneficiaries and necessary documentation is ensured.

Remittance/Servicing of on-going Scholars

Supplementation and other allowances of BEA Scholars currently studying in various countries are normally paid when the fund is released and made available to CBN in dollars ($) for remittance to Nigerian Embassies in host countries for disbursement to the scholars. The Board in liaison with the Federal Ministry of Education facilitates the process.

Verification/Monitoring of Scholars

A high-level Ministerial delegation goes on Verification Exercise to monitor the academic progress, welfare, and accounts records of BEA Scholars in some of the countries, especially where our scholars have unresolved issues about their scholarship awards.

During these visits, necessary counseling and supports are rendered accordingly. Consultations with relevant partners in countries visited are engaged and all vital documents to enhance the scholarship implementation process in Nigeria are also obtained.

How much is the BEA Scholarship worth?

The federal government of Nigeria sets aside N73, 169,907 for the award of scholarships to 3,700 students in Nigerian universities, polytechnics, and colleges of education in 2018.

What degree level is BEA Scholarship for?

The BEA Scholarship is for Interested and qualified Nigerian Students who wish to further their undergraduate and post-graduate degree programs in eligible countries.

Full Requirements for BEA Scholarship

To be able to apply for or be awarded BEA undergraduate scholarship, the undergraduate applicant must meet the following criteria:

  • Applicants must have A minimum of 5 distinctions (As and Bs) in their Senior Secondary School Certificate, WAEC (May and June). The distinction is valid only in subjects relevant to their field of study, including English and Mathematics.
  • The applicant’s certificate should not be more than 2 years old.
  • They should be between 18-20 years.
  • They must be a citizen of Nigeria.

Document Required for BEA Undergraduate Scholarship Application:

The following documents are required:

  • Printed application form signed and stamped by your HOD or Dean of Faculty at your institution
  • Letter of admission to the institute
  • Current course registration form
  • CGPA results of years 1 to 3
  • Current school identity card
  • Letter of identification from your state local government
  • 4 passports signed by you on the back

Document Required for BEA Post-graduate Scholarship Application:

To be able to apply for or be awarded BEA Postgraduate scholarship, the Postgraduate applicant must meet the following criteria:

  • First Degree holder with at least Second Class Upper Division.
  • Applicants who have received foreign awards before must have completed at least 2 years post qualification or employment practice
  • Completed NYSC
  • The age limit is 35 for Masters and 40 for PhD
  • Have evidence of readiness to be discharged by the employer

Other documents required for both undergraduate and postgraduate degree programs include:

  • Two sets of completed application form
  • 2 sets of photocopies of educational certificates and testimonials of previous schools attended. Including original copies of both certificates.
  • WAEC certificate of May/June only (for undergraduates).
  • Two copies of the birth certificate from the National Population Commission
  • State of origin/LGA certificate duly signed, stamped, and dated
  • 4 colored passports on white background
  • NYSC completion or exemption certificate and Academic Transcript required for postgraduate applicants.

Upon final selection and nomination by the awarding BEA countries, the chosen candidate will be required to submit:

  • Authenticated copies of academic certificates
  • Data page of current international passport
  • Specified medical reports
  • Police clearance certificate when requested

General note to all applicants:

  • Since the BEA countries are non-English speaking, applicants should be prepared to undertake a mandatory one-year foreign Language course of the Country of choice which will be the standard medium of instruction;
  • All applicants for Hungarian Scholarship can apply for up to two fields of study in order of preference.
  • Print the completed form and bring it to the interview venue.
  • Japan applicants must have a very strong background in further mathematics
  • The required certificates for candidates applying for Iman Preachers and Quranic Professor for Islamic Religious studies in Algeria is WAEC as in other scholarship awards
  • All applicants for the Russian Postgraduate Scholarship must have acquired their 1st Degree in Russia;

How to Apply for the BEA Scholarship

To apply for the BEA Scholarship, whether as an undergraduate or postgraduate student, the applicant must:

  • Visit the FSB online application system for BEA awards. If you don’t have an account you can create one and log-in if you already have an existing account.
  • Fill out the form by inputting the required information. You can edit the information as much as you like until the application closes.
  • Print out two application forms
  • Submit the application forms at the exam venue

NOTE

All eligible applicants are to report for an interview at the venues scheduled for accreditation a day to the date scheduled for the examination. Candidates nominated by the Board will be required to submit to Federal Scholarship Board the following:

  • Authenticated copies of academic certificates;
  • Data page of the current International passport; and
  • Specified Medical Reports from Government hospitals
